Emerging as the Lowest Bidder
UHPL cleared the technical evaluation stage before qualifying for the financial round. It then came in as the L1 bidder meaning it quoted the lowest price among all participants. That is a strong signal. It shows the company can compete on cost while still meeting the technical bar set by the authority. Nine other established aviation operators also entered the race.
Competitors included Pawan Hans Limited, Chipsan Aviation, Trans Bharat Aviation, Thumby Aviation, Pilgrimage Aviation, Heritage Aviation, Rajas Aerosports & Adventures, Himalayan Heli Services, and Arrow Aircraft Sales & Charters. Therefore, winning against this field makes the contract win more meaningful.
A New Chapter Beyond Events
Exhicon started as an events and exhibitions company. It was incorporated in 2010 in Mumbai. The company built its name by managing trade fairs, conferences, and large-scale events across India and overseas. However, in 2024, it made a strategic move. The company acquired an 89.99% stake in UHPL, a helicopter services provider with operational experience in India and Southeast Asia. UHPL has also inducted an Airbus H125 helicopter into its fleet.
This pivot into aviation has now yielded a concrete outcome. The Kedarnath contract is proof that the new vertical is gaining real traction. As a result, the company’s business profile is expanding well beyond its original core.
Why the Kedarnath Route Matters
The Mandakini Valley to Kedarnath route is one of the most critical links in the Char Dham Yatra network. Kedarnath sits at over 3,500 metres above sea level. The terrain is too steep for road access to work alone. Helicopters carry thousands of pilgrims every season. Demand is high, and the operating window is tightly packed.
Moreover, Uttarakhand has been actively expanding helicopter connectivity for pilgrim traffic. UCADA manages these tenders directly. Winning a contract here is not just a business milestone. It puts UHPL in front of a large, recurring, and government-supported passenger base every pilgrimage season.
